A major cause was the lost (and when I say lost I mean really lost as in disaster) war with Japan. The very bad supply situation not only in the army, but also amongst civilians, and of course the spark that ignited it the bloody sunday (of 1905) in which thousands of peacful demonstratory (for a bit of freespeach and elections) were killed.
