How to know if you shouldnt go to a university?

I want to go to Howard, but I read this about it (http://hupromecca.com/index.php?option=com_content&task=view&id=68&Itemid=1), watched videos on youtube, etc. They have a good business program, but w/ all the chaos, idk if i should actually spend all my $ to go to a school thats chaotic, or either stay in WI to attend Marquette U or UW-Madison, or go to UNC-CH. I want change, I want to make a difference in the lives of people, to improve the society in terms of violence, etc., and I also want to grow up w/o being around family members. However, I dont want to worry 24/7 about my safety....what's so bad that people arent telling us about Howard? Should I plan on going to another school? How do i know if I shouldnt attend a certain university?
