Isn't stalkery the highest form of flattery?

If one were to say "imitation were the highest form of flattery", surely we can agree that the person showing flattery is not doing so in a way that reflects how their victim feels. So, in that line of thinking, isn't stalking someone a much higher form? Imitation means you act like them, yes, consciously or not. But to devote yourself to someone? To create psychotic dellusions involving this singular person, is that not so very much higher?
